This object defines a threshold limit. If the RTT
operation time falls below this limit and if the conditions
specified in rttMonReactAdminThresholdType are satisfied, an 
threshold is generated.
rttMonReactAdminThresholdFalling object is superseded by
rttMonReactThresholdFalling.
