This object is set to true when the LSP Path Discovery
to the target PE i.e. rttMonLpdGrpStatsTargetPE fails, and
set to false when the LSP Path Discovery succeeds.
When this value changes and rttMplsVpnMonReactLpdNotifyType is
set to 'lpdPathDiscovery' or 'lpdAll' a
rttMonLpdDiscoveryNotification will be generated.
This object will be set to 'FALSE' on reset.
