Object
This object specifies the start time delay range in
milliseconds.
The value of this object is only effective with
rttMonScheduleAdminStartType value.
For rttMonGrpScheduleAdminStartType with random option,
a random time is generated with in provided start delay
range and added to current time to generate the random
start time of the group with defined probes.
