Uniquely identifies a row in the rttMonEchoPathAdminTable.
This number represents the hop address number in a specific 
ping path. All the indicies should start from 1 and must be 
contiguous ie., entries should be 
(say rttMonCtrlAdminIndex = 1) 
1.1, 1.2, 1.3, they cannot be 1.1, 1.2, 1.4
