This specifies whether 'ccoa-only' state is
enabled or not on this mobile router interface.
When this variable is set to true,
mobile router will attempt to register directly 
using a CCoA and will not attempt foreign agent
registrations even if foreign agent advertisements 
are heard on this interface.  When set to false, 
the mobile router will attempt to register via a 
foreign agent whenever foreign agent advertisements 
are heard.  When foreign agent advertisements are 
not heard, then the interface will attempt CCoA 
registration.
