Specifies whether the FA interface associated with this
CoA is a transmit-only (uplink) interface or not. If it
is true, the FA treats all registration requests
received (on any interface) for this CoA as having
arrived on the care-of interface. This object can be set
to true only for serial care-of-interfaces.
