An entry (conceptual row)  in the ELAN configuration
table representing  a mapping from  an  ELAN name to a
LES ATM address.  Note that a value  of ELAN name must
exist in this  table before it  can be used within the
lecsMacConfigTable  or    the  lecsAtmAddrConfigTable.
Also  note  that the  IMPLIED  indexing of  this table
will not translate to the SNMPv1 SMI.
