scalar deprecated r/w percentCItpSpPercentThreshold 
This object allows the falling threshold to be lower 
than the rising theshold when calculating whether to 
generate the cItpSpLinkUtilThresholdRcvd or 
cItpSpLinkUtilThresholdSent notifications.  This is done
to prevent generating notifications for slight changes
in traffic.
