An estimate of the number of bits per second that is
expected to be transmitted over a linkset.  This 
attribute will be used by network management stations
to generate traps and maintain statistics on linksets
based on Stream Control Transmission Protocol. 
The information for this attribute is specified via 
CLI by the system administrator. A value of zero 
for this object indicates that a planning capacity
has not been specified. 
              
This objects has been deprecated and replaced by 
cItpSpLinkPlanCapacityRcvd and 
cItpSpLinkPlanCapacitySent objects.
