This object specifies the threshold used to 
to generate the cItpSpLinkRcvdUtilChange notification.  
The value of zero indicates the threshold has not been
defined at the link level and the value from the 
cItpSpUtilThreshold object will be used to generate
the cItpSpLinkRcvdUtilChange notification.
