value was reset as indicated by 
cgspLinkXmitQueueDepthHighRT. 
Resetting this object is achieved by setting this
object to 0.  Attempting to set this object to any
other value will result in a wrongValue (SNMPv2c,
SNMPv3) or badValue (SNMPv1).
