This object specifies the threshold used to
to generate the ciscoGspLinkRcvdUtilChange notification.  
The value of zero indicates the threshold has not been
defined at the link level and the value from the 
cgspLinksetUtilThresholdRcvd or cgspUtilThreshold 
objects will be used to generate the 
ciscoGspLinkRcvdUtilChange notification.
