Changeover control State:
'undefined'  - Link is an undefined state.
'idle'       - Link is available and idle.
'wait2'      - Wait for MTP2 to initialize link.
'waitForAck' - Waiting for changeover 
               acknowledgement.
'retrieving' - Packets are being retrieved from 
               link.
'wait5'      - Wait state when transitioning from 
               idle state.
'wait7'      - Delay to avoid message mis-sequencing
               on changeover
'wait8'      - Wait state prior to processing 
               changeover order or emergency 
               changeover order events.
