This object specifies the maximum bit rate or peak rate of the
video traffic that can be generated by the sender's encoder, in
kilo-bits per second.
This value is valid only in the range from the average bit rate
to 10 times the average bit rate, where the average bit rate is
specified in cipslaVideoProfileAvgBitrate object.
