This object specifies the rate control window size which is
used by the video encoder to calculate the running average bit
rate.
              
The smaller the value of this bit rate window size, less bursty
of the traffic; this bitrate control window size is specified
in milliseconds.
              
Value 0 indicates no bitrate window control.
