configured to store.  This should be at least
as big as the maximum ciiSysLevelOrigLSPBuffSize
supported by the system.
          
If resources allow, we will store and flood LSPs
larger than ciiSysReceiveLSPBufferSize, as this
can help avoid problems in networks with different
values for ciiSysLevelOrigLSPBuffSize.
