the IPv6 prefix (i.e., the corresponding instance of
cdtIfIpv6NdPrefix) as 'valid' for IPv6 router advertisements
sent on the target interface.
This column is valid only if the 'ipv6NdValidLife' bit of the
corresponding instance of cdtIfValid is '1'.
