For upstream LUs, the PeerLuLocalAddress identifies
the NAU address of the downstream LU to which this
upstream LU is assigned.
              
The PeerLuLocalAddress is valid for dedicated LUs only;
otherwise, the PeerLuLocalAddress is zero.
