The cost associated with the transport connection,
assigned to this conceptual row representing a peer.
If an end station can be reached through more
than one peer, the cost of each peer will be considered when
a circuit is established.
A lower cost indicates that peer will be the
preferred choice if there is more than one path to the
destination.
