is sent when both the following conditions are true:
1) the value of ciscoDiaBaseProtEnablePermanentFailureNotif
   is true(1)
2) the value of cdbpPeerStatsPermanentFailures changes.
It can be utilized by an NMS to trigger
logical/physical entity table maintenance polls.
