is sent when both the following conditions are true: 
1) the value of
ciscoDiaBaseProtEnablePeerConnectionDownNotif is true(1)
2) cdbpPeerStatsState changes to closed(1).
It can be utilized by an NMS to trigger logical/physical
entity table maintenance polls.
