The amount of traffic time, in ms, in excess of the
burst limit, which may be conditionally permitted
by the policing feature. The probability that the
traffic is not permitted increases as the received
burst size increases.  The milli-second value is 
internally converted to bytes by using the bandwidth
that is available for the class.
