If CEF accounting is set to enable non-recursive
accounting (value of cefCfgAccountingMap object in 
the cefCfgEntry is set to enable 'nonRecursive' 
accounting), then this object represents the number
of non-recursive packets in the external bucket
switched using this prefix.
              
This object is a 64-bit version of 
cefPrefixExternalNRPkts.
