In cases where cefLinkType, interface and the
next hop address are not able to uniquely define
an adjacency entry (e.g. ATM and Frame Relay
Bundles), this object is a unique identifier
to differentiate between these adjacency entries.
In all the other cases the value of this
index object will be 0.
