is applicable for modulation profile 2.
Refer to ccsUpSpecMgmtCriteria on how
ccsUpSpecMgmtSnrThres2 can trigger a change
in frequency, modulation or channel width.
A value 0 indicates to bypass the threshold check.
Note: The SNMP SET is rejected if both
ccsUpSpecMgmtSnrThres1, ccsUpSpecMgmtSnrThres2
are non-zero and ccsUpSpecMgmtSnrThres2
is higher than ccsUpSpecMgmtSnrThres1.
