The FEC uncorrectable count threshold.  This object
is applicable for modulation profile 2.
              
A value 0 indicates to bypass the threshold check.
              
Refer to ccsUpSpecMgmtCriteria on how 
ccsUpSpecMgmtFecUnCorrectThres2 can trigger a change 
in frequency, modulation or channel width.
              
Note: SNMP SET is rejected if ccsUpSpecMgmtFecUnCorrectThres2
is lower than ccsUpSpecMgmtFecUnCorrectThres1.
