The FEC uncorrectable count threshold.  This object
is applicable for modulation profile 1.
              
A value 0 indicates to bypass the threshold check.
              
When CMTS detects that FEC uncorrectable count goes higher than
ccsUpSpecMgmtFecUnCorrectThres1, it switches to Profile 2.
Therefore, ccsUpSpecMgmtFecUnCorrectThres1 should be smaller
than ccsUpSpecMgmtFecUnCorrectThres2.
