threshold.  This object is applicable for profile 1.
              
A value 0 indicates to bypass the threshold check.
              
When CMTS detects that FEC correctable count goes
higher than ccsUpSpecMgmtFecCorrectThres1, it
switch to Profile 2.  Therefore,
ccsUpSpecMgmtFecCorrectThres1 should be smaller
than ccsUpSpecMgmtFecCorrectThres2.
