Configure the weighting specified for a VP half-leg
within a service class to make the scheduling decision
among other active VPLs in the service class. This
is for transmit on the VPL on the interface. This
parameter only applies to transit VPs. This object
is defined only when the switch is equipped with 
the Lightstream per-VC queueing chipset.
