idle sets encountered on an interface for a 
particular interval. If the value of 
c8B10BIntervalIdleSets
is greater than 4,294,967,295, the higher word value will
be stored in this object.
              
SNMP v2c or v3 managers can directly use
c8B10BIntervalHCIdleSets, which is a 64 bit counter.
