In a 1+1 Hot Standby configuration, only one CMU / RFU 
at a given end of the link is Active at any one time, the 
neighbor CMU / RFU being Inactive. Use the Requested 
Protection State attribute to request whether this CMU / 
RFU should be in the Active or Inactive state.
