The duration of time (in minutes) that a monitored service flow is held in the penalty box after it has been found to be a Heavy User. Being placed in the penalty box implies that the service flow has had its Priority, Tmax, Tpeak, and Max Burst parameters within its QoS Parameter Set overridden by the corresponding values from the Enforce Service Class Name. Values must be divisible by 30. The penalty duration must be an integer multiple of the sampling interval.
