The minimum amount of time an ARP cache entry is in the notPresent state. This variable takes precedence over cadAgingArpCacheNotPresentMaxNumber and cadAgingArpCacheNotPresentMaxTime. However, and ARP entry aged out due to inactivity will be removed regardless of whether the amount of time indicated by cadAgingArpCacheNotPresentMinTime has elapsed or not.
