Minimum percentage of downstream resources that may be used by non-emergency telephony services. This is also the maximum amount of resources exclusively allocated to sessions of this type. If the value of this object is non-zero, then a portion of the downstream bandwidth will be set aside for normal telephony use only - reducing the bandwidth that is available for normal data. The default is set from the globals in CadPCMibBase.
