final packet tagging is determined by 802.1D rules with 
the priority hierarchy order (highest to lowest priority)
as defined in 802.1D-2004 table G-2: 
7, 6, 5, 4, 3, 0, 2, 1.
Note that traffic type '1' and '2' has lower priority than
'0' (best effort).
