The IANA-defined IP protocol number representing 
the IP protocol to match against the IPv4 protocol 
number or the IPv6 Next- Header number in the packet. 
'0' means no protocol is specified as matching criteria 
for policy determination, i.e., QoS policy is 
irrespective of IP protocol.
