MGCP Call Agent IP address to be used for the initial RestartInProgress MGCP message (RSIP)
(e.g., 192.10.1.255). Set to 0.0.0.0 to avoid sending RSIP. This parameter if in use overrides the Call Agent IP address provided in BootP.
