This alarm is raised when the HA (High Availability) feature is active and the system is NOT HA.
Critical severity - 
1.Wrong HW Configuration.
2. Redundant module is missing (not in slot).
3. The redundant module is non operable.
Minor severity -  waiting for redunadant to connect (after reset!).
