An IP address prefix in the Network Layer
Reachability Information field.  This object
is an IP address containing the prefix with
length specified by
axBgpPathAttrIpAddrPrefixLen.
Any bits beyond the length specified by
axBgpPathAttrIpAddrPrefixLen are zeroed.
