This entry reprents an association between one ouput relay and one alarm.
To configure an alarm to use an output relay, a user needs to create a new
entry. This can be done through writing a value of used(2) to object
atAlmMonOutputRelayUsage that is specified by atAlmMonOutputRelayStkId,
atAlmMonOutputRelayNumber, and atAlmMonOutputRelayAlarmId.
To reconfigure an alarm not to use an output relay, a user needs to delete
the entry. This can be done by writing a value of unused(1) to object
atAlmMonOutputRelayUsage.
