this object indicates the threshold for OLTTXPWLO. When Tx power is less than this value, 
alarm OLTTXPWLO will be reported.
For CFP4, there is no module level 'TxPower' monitor,this is the threshold for network lane.
For ONT Profile, -63.5dBm means using ONT internal policy.
