in this protection group.  
              
If fsElpsContextVlanGroupManager is 'mstp' then vlan group Id should be 
from one of the MSTIs created in MSTP.
              
If fsElpsContextVlanGroupManager is 'elps' then group Id will be created 
by ELPS when fsElpsPgConfigRowStatus is active
