Specifies the size of the send pacing window. This value is
used for negotiation during session activations (SNA BIND).
              
The meaning of this value when set to 0 depends on whether
adaptive pacing is supported:
   adaptive pacing        No limit on window size
   fixed pacing           No pacing is supported
