The time difference between this reference and the currently selected time reference is determined by subtracting this reference's time from the currently active time reference. The resulting value is a tuple of seconds and nano seconds. The timeRefDeltaSec represents seconds component of the difference between these time values. If this time reference is not qualified the timeRefDeltaSec will be 0.
