The aluPtpEthClockTxWhileUncertain specifies whether the PTP clock will
transmit Announce packets while the aluPtpEthClockSyncCertaintyState is
'uncertain(2)'. A value of 'false(2)' indicates that Announce packets
will only be transmitted if the aluPtpEthClockSyncCertaintyState is
'certain(1)'. A aluPtpEthClockTxWhileUncertain encoded with a value of
'true(1)' indicates that Announce packets will be generated while
'uncertain(2)'.
          
The aluPtpEthClockTxWhileUncertain can only be changed from the default
when the ClockProfile is 'g8275dot1-2014 (3)'.
