to a FORCED value.
For RS-232:
  if local gender is DCE, lead indicates Ring Indicator
  if local gender is DTE, lead indicates Remote Digital Loopback
For V.35 and X.21:
  lead is undefined
For RS-530, RiRdl represents TmLl:
  if local gender is DCE, lead indicates Test Mode
  if local gender is DTE, lead indicates Local Loopback
Valid values are 'high' and 'low'.
