to an ASSUMED value.
For RS-232, V.35 and RS-530:
  if local gender is DCE, lead indicates Data Terminal Ready
  if local gender is DTE, lead indicates Data Set Ready
For X.21:
  lead is undefined
Valid values are 'high' and 'low'.
