The value of aluNgeKeygroupEthBindOutbound specifies the keygroup id
used for outbound traffic encryption. The value of
aluNgeKeygroupActiveOutboundSa within the specified keygroup must be
defined.
If the value of aluNgeKeygroupEthBindOutbound is not defined,
all outbound traffic from this port will be clear.
