interval, in 100s of milliseconds, between 'I am operational'
messages sent by both protect and working MDAs to their neighbor for
Multi-Chassis LCR. The value of aluLcrConfigMcAdvertiseInterval is
valid only for a Multi-Chassis LCR as indicated by the value of
aluLcrConfigMcNeighborAddr not set to 0.0.0.0.
