dual-ended loss test is cleared, i.e. when either one of the following conditions is met:
1)  If aluExtDot1agCfmMepLmAlarmClearThreshold is 0, both local and peer loss ratios
are no longer above aluExtDot1agCfmMepDualLMAlarmThreshold.
2)  If aluExtDot1agCfmMepLmAlarmClearThreshold > 0, both local and peer loss ratios 
are no longer above aluExtDot1agCfmMepLmAlarmClearThreshold.
